Cable network CNBC reported shortly before the closing that a plan to help shore up the finances of troubled Ambac could be revealed Monday or Tuesday. The market turnaround came after nearly two days of selling. By the close the Dow Jones industrial average showed a point reversal from its session lows. The Dow rose . or . percent to . . Armored vehicle maker gets overseas contracts Force Protection Inc. said Friday it has received orders for mine resistant vehicles from two overseas buyers. The U.K. Ministry of Defence ordered Cougar Mastiffs in a deal valued at million the Ladson based company said. The vehicles are to be completed by December. Also Italy s Ministry of Defense is paying million for six Cougar transport trucks and four Buffalo veh! icles with completion set for July. The contracts also call for the company to provide parts and field support to the buyers through mid . All vehicles will be manufactured at Force Protection s plant off U.S. Highway . Continental Tire to move U.S. headquarters to S.C. BERLIN Continental AG will shift the U.S. headquarters of its Continental Tire North America Inc. farther south to Lancaster County from Charlotte next year. Hollings Cancer Center expands its trial network The Medical University of South Carolina s Hollings Cancer Center said Friday it has formed an affiliation with Hilton Head Regional Healthcare. Thomson Financial delivered by Newstex NEW YORK AP Stocks fell Friday as investors with little news to trade on after Thursday s pullback kept selling ahead of economic reports due next week. The Dow Jones industrial average fell more than points. Investors seemed to be looking at! a smattering of corporate news as they awaited reports on existing home sales and durable goods set to arrive next week but found few reasons to buy. The market s decline follows a sell off Thursday that left the Dow down more than points or . percent. Investors worried about a weaker than expected reading on regional manufacturing from the Federal Reserve Bank of Philadelphia as well as another drop in the Conference Board s monthly index of leading economic indicators. I think what really still seems to be dragging the market down are some of the those manufacturing numbers said Ryan Detrick strategist at Schaeffer s Investment Research in Cincinnati referring to the Philadelphia Fed report as well as regional manufacturing findings from the New York Fed last week. It just shows that the fears that the U.S. economy is in recession are continuing to dominate. In late afternoon trading the Dow fell . or . percent to . . Broader stock indicators also lost ground. The Standa! rd Poor s NYSE MHP index fell . or . percent to . and the Nasdaq composite index slid . or . percent to . . Declining issues outnumbered advancers by more than to on the New York Stock Exchange where volume came to . million shares. Bond prices rose as stocks declined. The yield on the year Treasury note which moves opposite its price fell to . percent from . percent late Thursday. The dollar was mixed against other major currencies while gold prices rose. Light sweet crude for April delivery rose cents to . a barrel on the New York Mercantile Exchange. Wall Street has faced renewed concerns after a stream of mostly weak economic readings in recent weeks have raised questions about whether the Federal Reserve will be able to fend off recession. There are also some fears the U.S. may be entering a period of stagflation when stalling growth accompanies rising prices for the first time since the s. As occurred Wednesday when stocks ended with sizable gains following release of minutes from the Fed s last meeting investors have at times found reas! surance from the central bank s indications that it plans to lower rates as needed. Still those hopes haven t proven adequate to shore up confidence in the stock market for more than brief periods. Wall Street remains concerned that the economy could be so weak that rate cuts which take months to work their way through the economy won t stave off a further slowdown. The Fed s next rate setting meeting is scheduled for March . Policymakers lowered key interest rates a half point to percent on Jan. following an emergency three quarter point cut the previous week. Detrick said that among the reports due next week investors will be looking to readings on producer prices a key measure of inflation as well as on consumer sentiment. He noted that recent consumer confidence figures which have been weak added to Wall Street s concerns that hesitant consumers could pare their spending. A pullback among buyers is an unwelcome prospect for investors as consumer spending accounts for mo! re than two thirds of U.S. economic activity. In corporate news Merrill Lynch NYSE MER OOTC MERIZ lowered its ratings on government sponsored lenders Freddie Mac NYSE FRE and Fannie Mae NYSE FNM to sell contending the companies face continued headwinds amid the credit crisis. Freddie Mac fell . or . percent to . while Fannie Mae declined . or . percent to . . Software maker Intuit Inc. NASDAQ INTU fell . or . percent to . after posting a percent decline in its second quarter profit late Thursday. The Russell index of smaller companies fell . or . percent to . . Gartner Says CIOs Must Manage IT Risk as Business Risk

While IT has become increasingly central to business success many enterprises have not adjusted their processes for IT decision making and risk management according to Gartner Inc. In addition increased dependence on the smooth functioning of IT has amplified the business impact of IT risk incidents. In the book IT Risk Turning Business Threats into Competitive Advantage published by Harvard Business School Press Richard Hunter group vice president and Gartner fellow in Gartner Executive Programmes and George Westerman research scientist in the Center for Information Systems Research at the MIT Sloan School of Management examine how IT risks directly impact business performance and advise business executives on how they can manage IT risk as business risk with business consequences. Management means making trade offs between risk and return between the perils a company can bear and the risks it would rather avoid. But until now business managers have lacked the tools and disciplines to manage IT risk in these ways. Mr. Hunter introduced three disciplines that enterprises must master to manage IT risk effectively A solid foundation of IT assets people and supporting processes and controls that enable executives to manage the right risks in the right order. A well designed risk governance structure and process integrating IT risk management into every business decision to identify prioritise and track risks. A risk aware culture nurtured from the top that attunes people to the causes and solutions for IT risks and that increases vigilance across the organisation. The most dangerous risks are the ones that are nev! er considered or considered too late Mr. Hunter said. Executives need to look to the future. IT risk management is working the way it should when it is simply part of the way the company does business. These so called food based biofuels can actually hurt the environment if they are produced on land that was formerly grassland rainforest or savanna the scientists said in the journal Science. Nonfossil fuels ethanol made from corn or sugarcane and biodiesel made from palm trees or soybeans are meant to lessen dependence on petroleum products which release the greenhouse gas carbon dioxide when they burn. However biofuels can release carbon even before they are burned depending on how they are made said study co author Jason Hill of the University of Minnesota. As demand for these alternative fuels grows farmers are plowing under forests and grasslands that used to store carbon and keep it from getting into the atmosphere and using these lands to grow the food crops that now can be used for ethanol or biodiesel. Biofuels grown this way come with a carbon debt the researchers found. Instead of cutting greenhouse pollution t! he net effect is to increase it. The carbon lost by converting rainforests peatlands savannas and grasslands outweighs the carbon savings from biofuels. But the days of easy credit appear to be over. We re going to have to gulp live within our means. If it has been a while since you attempted a budget it s now easier to do than ever. A number of newer mon! ey management Web sites are quick to use and less clunky than a lot of the budgeting tools in popular financial software programs. Among the top sites are Mint.com Geezeo.com and Wesabe.com all launched within the past year. They gather information from online bank and credit card accounts and then show you through graphics just where your dollars go. The information is automatically updated so you can check your progress daily. Even better these sites are free. And what can be better for a budget than that Of course software programs have been around for years to make budgeting less of a chore. But many complain that s not often the case. The programs can be time consuming to use and expense categories may not neatly match up with your spending habits. It s a nightmare says one of my colleagues who struggled with a program. I might as well be running a Chapter S corporation. Jim Bruene editor of Online Banking Report says there are at least two dozen budgeting sites. Some ! are more sophisticated than others. Bruene says Quicken or Microsoft Money customers aren t likely to abandon their software programs that can do complicated tasks such as tax planning and asset allocation. These free sites though will appeal to young consumers who just need basic budgeting he says. Gary Ploski an assistant director of academic computing at Sarah Lawrence College in New York has been using Geezeo for about six months. The year old previously used Quicken. But his banks charged a fee to automatically download his information to Quicken. Ploski had to input the information himself. Another drawback he says Quicken wasn t free. And he would have to shell out money for later updates. I don t want to spend another he says. Ploski added his bank credit k and Roth IRA accounts to Geezeo. Geezeo also allows him to track his goals such as saving enough so he and his wife can drop private mortgage insurance. Geezeo allows you to decide how much you want to spend each month on different items. It gives color coded warnings when you re ne! ar the limit or go over it. We create financial awareness says Peter Glyman the year old co founder of Geezeo. Our philosophy is to keep things fairly light and not to get too bogged down on budget details. Just seeing where your money goes can be the gentle nudge you need to change your spending habits he says. It also can help you avoid hefty overdraft fees. Geezeo and Wesabe offer a social network where members can discuss their goals share tips ask each other for financial advice or give encouragement. Even in this social setting privacy is maintained the groups say. Nobody ever sees your spending says Jason Knight co founder of Wesabe. The three major sites don t ask for Social Security numbers or other personal information. You can t use them to move money from account to account. The data is collected on a read only basis. Bruene says he hasn t heard of any security problems with the sites. I m sure they have taken every precaution possible he says. It would kill the! ir business if a breach ever occurred he says. Mint.com earns money by recommending products such as an offer for a lower rate credit card. They collect a commission if a member accepts a product. Geezeo plans to add similar product recommendations by year s end. Wesabe expects to begin offering premium services for a fee next year while still providing budgeting for free. So if you re among the many who don t know where their paycheck goes check out one of these sites. After all a budget is the foundation of good personal financial decisions Knight says. Overall the Cincinnati based Health Alliance whose hospitals include University Jewish and Fort Hamilton hospitals along with the Drake Center rehabilitation hospital provided million in community benefit million more than fiscal year according to the system s annual community benefit report. The numbers were adjusted to exclude the community benefit contributions of the Christ and St. Luke hospitals which are no longer a part of the Health Alliance and were not included in the report. Community benefit includes charity care various subsidized health services and financial support for medical education research and community health initiatives. In calculating community benefit the Health Alliance uses measurements established by the Catholic Health Association . It does! not include bad debt or Medicare shortfalls. Even as we were going through significant organizational changes within our health system we provided a record level of free medical care to Cincinnati s poorest citizens Health Alliance spokesman Tony Condia said in a press release. This triple digit increase is a true testament to the commitment our system and hospital boards have to all of Greater Cincinnati. As a not for profit charitable organization we recognize our responsibility to give back to the community and we take that responsibility very seriously.
